Preface

0.1 This Paper has been written at the request of Peter Osborne and Steve Tyler to set out a comprehensive vision for a digital file creation and migration centre for the production of alternative format material, together with some observations on how the processes might be established.

0.2 The Paper is not intended as the basis for public campaigning, nor does it seek to justify the need for what it advocates. RNIB has already clearly advocated the case for access by blind and visually impaired people to the same quantity and quality of information as their sighted peers. This Paper might, however, provide enough concrete material to make campaigning and fund raising more focused and effective.

0.3 This Paper has been written by humanITy and is the intellectual property of RNIB. We would be grateful if humanITy could be given proper credit when it is circulated or quoted.
