Governance
1. Area of Operation:
Organisations are eligible to join ECAM if they have aims and objects in whole or in part similar to it and if they are based in a country which is a Member of:
- The European Union
- The European Broadcasting Union
- The Council of Europe
- The Council of European Postal and Telecommunications.
2. Governance Principles:
- All submissions to and all decisions by ECAM will be public except where competition or personnel issues are involved
- All ECAM decisions will be transparent and evidence based.
3. Shareholder Members:
- ECAM will be governed by its shareholder Members, each of which will be allocated voting rights in proportion to its subscription level, e.g. an organisation which meets 5% of the annual core cost budget will hold 5% of the vote at a General Meeting.
- Membership will be subject to approval by an independent credentials Committee nominated by the Institutional Members and reporting to the Board.
Membership will be open to but not exclusively limited to such organisations as:
broadcasters; digital publishers; information supply regulators; hardware and software manufacturers; accessibility and accessibility campaigning organisations; academic policy and research institutions. - The General Meeting will be responsible for general policy and strategy but not for the budgeting and management of ECAM. The General Meeting shall be an advisory body except where the Constitution specifies its absolute powers.
- The General Meeting shall elect a Board of no fewer than five and no more than seven voting Members. Institutional Members will be automatically elected as non voting Members of the Board. There will be no co-option of non voting Board Members. The Board will be the legally responsible body for the budgeting and administration of ECAM.
4. Institutional Members:
- The Foundation Institutional Members of ECAM, with non voting automatic Membership of the Board will be:
- The European Union
- The European Broadcasting Union
- The Council of Europe
- The Council of European Posts and Telecommunications
- The European Regulators Group
- The European Forum on Disability.
- Institutional Members may add to or subtract from their number up to a minimum of four and a maximum of five and up to a maximum of seven by a majority vote of existing Institutional Members ratified by a majority vote of Shareholders at a General Meeting.
